Auto GEM flip with ACCP and ACP

I presume I have changed a parameter accidentally.  I have tried adjusting the parameter "flip offset (mins)" in the ACCP meridian tab from 20 seconds to 3 minutes thinking the issue could be there but that hasn't resolved the issue.

Other parameter values in ACCP right now are
Enable Meridian Tracking Limits is not checked.
Action when limit reached is "stop tracking"   - Maybe the problem?
Couterweight up Slews within:  East limits and west limits both unchecked
Flip offset padding set to 0.

I just updated to ACCP 1.9.3.3 from V1.9.0.11 (or close to that) hoping that might resolve the problem but no luck.  I'm running ACP basic 8.3 and have the latest and greatest ASCOM platform installed.
