Mine is checked as well but there’s actually a button to click to reconfigure. Says “Now”. Not sure why it worked for me but I was stumped as well.

Turn it off and try the installation. It won't hurt to try that.
The part where the virtual port software installs is likely where this is going south. A black command prompt window should open, do

The antivirus software should be turned off during the installation. You can always download a fresh installer as well.

Thanks to all of the help. Some suggestions are repeating. Let me summarize:
The issue seems pretty clear -- APCC is not creating virtual ports that APPM can use, even though it seems to think it has.

Shouldn't you be creating a high port number virtual port (i.e. Com21, Com22, etc) rather than a low number frequently used port like Com4?

Tried unplugging Ethernet and using USB. Exact same as before -- able to connect to mount but not via virtual ports.
Also, on my Mach2, when the virtual ports are created I can "see" then in device

APCC is not connecting to the virtual ports. Have you been exiting APCC normally? When APCC exits it deletes (deactivates) the virtual ports. If the program is forced closed or shutdown abnormally,

I know this post is a few back, but when I start APCC i auto start the ASCOM driver at the same time
I usually run into problems if I try to start the ASCOM driver separately
i use APPM with APCC all
