APCC always closes the ports when it exits. If it is not doing that then reinstall the virtual ports using the *latest* version of APCC. There is a step in the installation process that asks if you

I think the issue is that somehow the previously used virtual ports stay "open" when APCC closes. I can see them when I look at the hardware setup. If I delete them then APCC will start

That is not the usual behavior. Unless you manually set the virtual port, or the previously set virtual port is used, APCC scans ports starting with COM3 going up and selects the first one that is

The option to connect via Ethernet to the driver is there. Make sure you have the latest version installed (v5.20.08) and have set the mount type in the driver's setup to "GTOCP4".
