There is no setting in APCC to use J2000.0. APCC is always using local apparent.
Are you using APCC Standard, or Pro? If Pro, are you using APPM for modeling?

The new keypad requires a CP4, will not work with the CP3.
In order to take full advantage of all the new keypad features, the CP4 will need the latest software download which is quick and easy to do

I have a Canon T3i and a 6D. I went back and checked and you are correct about the 'limitations.'
1. Exposures > 30s = Bulb mode
2. Exposures between 1s and 30s = Manual or Bulb modes
