The USB port has a COM # not an IP address. If you are going to use the Ethernet connection you need the IP address that the CP4 has assigned to it being 169.254.0. (the CP4 serial number)

I had the same problem with the same equipment – GTOCP4 on an AP1200GTO. I resolved it as follows:
1. Established a WiFi connection to the mount. Using my regular Internet browser

If you have a electric _ subpanel _ for your observatory, and the neutral and ground are bonded inside that subpanel, the you might be returning current over your ground wire, which means any voltage

Is the network adapter enabled in Windows? Windows should show you the connection and the associated IP on that interface.

Try turning off the GTOCP4 then starting it again after the computer has booted up. I find I have to do that to successfully connect

I've tried 3 different cables so maybe. When I plug into the ethernet port I see lights flashing next to the port on pc & CP4.

Are you sure the ethernet cable is good? Can you switch it with a known good one for now to test?

If, and this is a big if, I remember correctly, the IP address is always 169.254.0.(serial number of the CP4) for a direct connect to the PC.
