I wonder if it would be wise to also warn against usingthe SAME power supply setting, for any other devices, like CCD and DSLR’s. Theyare not as tolerant for higher voltages above 12

It's a 12v battery. But I believe that in some cases a bit more juice would be a good thing, like in really cold weather. 15v should be safe for all uses (correct me if I'm wrong).

The mount can be safely run up to 18 volts with zero issues. In fact we have run it here with 24 volts, but I would not recommend that high a voltage during hot weather in the summer. 18 volts is

The pointing model is in your laptop and is independent of the CP3, CP4.
Don't worry about PE, it is not an issue with an encoder

Start from basic mount with nothing plugged in. Remove also the guide cable from the guider port. Using only the keypad, set the tracking to sidereal. Now check the tracking speed.

Best guess is that your guider cable is not the right one. The connector at one end being reversed from what is needed will cause this effect.
The direction of rapid movement will be a helpful clue.

AP mount 1100GTO-tacking is moving too fast to object
