The photo shows the 1600 w/ the new 175mm StarFire, 305mm Riccardi-Honders and 305mm Mak-Cas on a special plate we made for the test. The instrument weight exceeded 220 lbs. It was quite impressive!

I suggest that you disable the PEM first and evaluate the performance. The rest of the steps you mention may not be needed if the problem is dur to an erroneous PEM curve. Marj Christen
