Cleaned up most of the programs from the list of installed programs. Finally narrowed down to these two files in c:\Windows\SysWOW64\VSFLEX7.OCX and VSPort.dll - deleting these two files seems to have solved the problem and the virtual ports in the APCC are now created and APCC does not report any errors.
VSPort.DLL is used by the Eltima ActiveX control and APCC, but VSFlex7.OCX is not.

Thank you for your reply. I tried what you mentioned a couple of times with and without reboot and the problem persisted.

My next alternative was to reinstall windows or go back to an old restore point. Thanks.
