Here is the logic.

At 0.5 x sidereal guide rates, any given correction takes twice as long as 1x.  Hence, stars will not be as sharp.  As Woody noted, computer guiding algorithms have no problem 'watching' the guide star at 1x sidereal and making a corrective move in fractions of a second.  A human doing manual guiding will almost certainly overshoot / undershoot; resulting in smeared stars.  Hence, the now out-dated suggestion of 0.5x..
