The symptoms provided point more towards connectors and power-saving behavior than towards Windows or PC hardware.
 
Of course nothing is absolute at this point.

Let me repeat.  I do not believe the Keyspan nor the Icron is at fault.  I think it is a laptop or Windows problem.  Hopefully one as simple as the power management that Christopher mentioned, but that does not appear to be the case.

Keyspan 19H has always worked fine for me.  Windows XP, Vista, 8.0, and 8.1.  Zero problems with installation or use.
