Astromist does this and is available for iOS.

Astromist for PalmOS can be run under StyleTap on most Android devices.
That is what I use right now.

The developer of Astromist is working on an Android version right now.

Android's an entirely different beast, IIRC, AP has someone working on an
Android based app.
 
As an MSFT employee, I wouldn't be caught dead with an android device.  ;)

It gets GPS data (or lets you input it), and displays the correct
location of your pole star in the reticle.
