Why bother putting the PVC cable runs in concrete? It slightly weakens the
cement, and removes your option to change anything about the cable tunnel, at
a later date - like if there is a problem of some kind with it.
Since you have the air gap where the PVC exits the cement, why nut run the
entire pipe across that space?

I should say that there will be PVC pipes carrying electrical, data,
and control to the mount. These will be embedded in the concrete slab
that will form the floor of the observatory. The floor will be
isolated from the pier by an air gap. The PVC pipe will exit the slab
in the air gap and then I will run the wires up the side of the pier
(still trying to figure out an aesthetically pleasing way to do this).
